Evaluation And Evaluation Mechanism Of Indirect Use Value Of Tourism Resources In Dai Community Based On CVM Method

With the diversified development of the tourism industry, the development of the scenic area is no longer independent, which more stakeholders involved, and while the tourism tourists to meet the deeper and wider range of tourism demand, the rural Chinese, multi-ethnic, rich in tourism resources in less-developed areas as a rural ethnic communities put into tourism development, what are the results is the community and the scenic area become the community-scenic, and the community is from the initial community(autonomous community collective and individual residents) to the community participation model(a community with individual residents,enterprise.government) in the process of construction, tourists, residents,enterprise develop into a situation of "tripartite confrontation".The state of internal in the interests is Mutual checking, and they also have the contradiction because of conflict of interest. The directly reflect of the interests is the tourism income and distribution, that will be have a scientific and reasonable value estimation of the tourism resources.Looking over the domestic and foreign research, the assessment research is less about the minority community tourism resources value. The article will use the Contingent Valuation Method(CVM) to estimate the value of tourism resources of Xishuangbanna Dai park, and calculate the payment willingness of tourists and the willingness to accept of residents. Obtained result is: tourists willing to pay 25% of ticket price as compensation back to the residents, residents’ willingness to accept compensation for 32.5% of the ticket price, and these proportions compare to the current bonus of tickets which proposed the interest relationship of tourists, residents,enterprise is proposed, that for the sustainable development of Dai park.The article introduces the background, the research status, the significance, the content, the technical route and the method of this article.aiso introduces the theoretical basis, such as labor value theory, utility value theory, Pareto Optimality Theory and Competition and Cooperation theory, also the main method is theContingent Valuation Method, decomposing into willingness to pay of visitors(WTP)and willingness to accept of residents(WTA).It takes the scenic natural and human resources status, development and management mode, benefit distribution and evolution of community residents participation form, the tourism perception of tourism development in the study of Dai park.Using WTA and WTP methods to assess the value of tourism resources of Dai park, gets the WTP value of 25%, the WTA value of 32.5%,Then calculating the specific numerical of tourists’ willingness to pay and residents’ willingness to accept,it can get that from 2011 to 2014, tourists’ willingness to pay values are 5837098.12 yuan, 6877542.45 yuan, 5360981.25 yuan,7285270.5yuan, the residents’ willingness to accept value are 7588227.56 yuan,8940805.17 yuan, 6969275.62 yuan, 9470851.65 yuan, and tickets quota into annual value for 2720000yuan(8000yuan/households/years×340 households), and the conclusion is drawn that the ticket into the amount with WTP. WTA values differ greatly.The Dai park has its own construction and Enlightenment of the compensation mechanism, which is the effective management of tourism development in the way,with the Contract regulation, the participation of the community residents, the coordination of the Ministry of Ethnic Affairs and the assistance of the third party.However,the article puts forward the deficiencies identified in the study,pending further study of the problem and the estimation method of Effectiveness evaluation, Also some problems still exist and influence, only by eliminating the influence to get more complete data.
