Research On Eco-tourism Resources Compensation Mechanism Based On The Short Slab Of Institution

As a sort of national wealth, eco-tourism resource is a continuum of natural and social value. According to Marx's Theory, it's needed to compensate for the resource which was depleted in the social reproduction. However, the eco-tourism resource compensation in China has become one of the most important factors that impede the sustainable development of eco-tourism economic. Therefore, it's imminent to change unsustainable development caused by current eco-tourism resource compensation mechanism. In the process of studying the loss of environmental value and the compensation in the development of eco-tourism resource, it's found that the existence of short slab of institution, which means that one or two key institution elements fail to cooperate with the others, which leads to huge transaction cost what has seriously affected the efficiency of the compensation mechanism of eco-tourism resource.In order to research and study this situation, the paper, first of all, simulates the mechanism of short slab of institution and analyzes the relationship among the three key elements of institution, they are country, property and contract, then, it studies the relationship between these elements inferred above and transaction cost and the function to the institution efficiency and the judgment of short slab. At last, the paper establishes a logic model of short slab of institution based on above analysis. Secondly, the paper points out the problems in the eco-tourism resource compensation mechanism according to the logic model, and focus on the relationship between the short slab of institution and the eco-tourism compensation mechanism on national policy, compensation contract and main responsibility. On this basis, the paper raises a general theoretical framework of the eco-tourism resource compensation mechanism which based on the short slab of institution, looking forward to getting a generally applicable design for the eco-tourism resource compensation. Finally, the paper takes Wuyi Mountain as an example, analyzing its eco-tourism resources compensation, hoping to provide some theoretical guidance for environmental protection strategy in the area where is rich in eco-tourism resource.
