Dali Highway Management Segment Management Reform Program Study

The highway is important for public good infrastructural facilities of social economic development. Good highway administration has practical significance to consolidate the achievement of highway construction, realize the positive cycle of construction, management and maintaining, enhance the traffic capacity, promote social economic development. The highway administration system is the support of the road enterprise. Whether the highway administration system is good or not, is related to enhance the efficiency of investment of road, is related to the quality of road conditions and the level of social service. Therefore, with the continually changeable situation of development, reforming the highway administration system, ascertaining the responsibility of the body of management or maintenance, implementing the effective supervision and administration, putting highway maintenance into the marketizational movement, are very important for the social economic development and the socialist construction.Highway administration system in China was established in planned economy system time. With continually deepening of the socialist market economy, the administration system which confuses business and public administration makes many problems which are not suitable for the development of highway industry, which results in crossing of function of highway industry, a big number of employees, lower efficiency, the deficiency of vitality. In recent years, the government heavily has increased the reform of administration system, and the National Ministry of Transportation put forward new requirements for reform and development, so the highway administration system has been confronted with momentous reform. In order to meet the demands of reform and development, every province in China researches the reform of highway administration, and applies it to the practice, which deepens the reform of highway administration system. In this paper, the author deeply analyzed and compared the highway administration system in domestic and aboard, and summarized the disadvantage of current highway administration system, and made a study of the direction of reform and development of highway administration system for the future by using the following theories: management science, organization behavior, management of organization innovation, financial management, administration, economics of highway, human resources management, etc. On the base of comprehensive analysis of the interior conditions and external environment in Dali Highway Administration Bureau, some suggestions and innovations of administration system reform were put forward in order to provide some theoretical basis for future reform of Dali Highway Administration Bureau, and the author hopes this research could guide the reform practice.
