Knowledge-based personnel, the carrier preserving knowledge and principal part of knowledge innovation, play an important role in an enterprise. There is one condition for knowledge-based personnel to exert effectiveness—top-level management of staffs' loyal offer of which the precondition is the scientific evaluation of knowledge-based personnel's loyalty. At present, evaluation models testing knowledge-based personnel's loyalty in Chinese enterprise are not prevalent. Based on the previous research findings, this paper tries to set up an easy-to-operate evaluation model which fits the real situation of Chinese enterprise.At first, this paper arranges the main models related with the loyalty of staff in enterprises at home and abroad and makes some analysis. On the basis of soaking up the achievements made by our predecessors, the article attempts to make up the initial model in charge of evaluating the loyalty of the knowledge-intensive staff in terms of certain hypothesis and management basis. The forming of the model also takes the analysis and reorganization of knowledge-intensive staff in China into consideration. This model views the factors concerning staff, enterprises and surroundings as the first-grade quota, hence causes the second-grade and third-grade quotas come into being. Finally, the model forms an evaluating system including 16 concrete quotas and makes up a brief math formula.Subsequently, it improves and reforms the evaluating model by way of reality testing, applies this model to investigated enterprise and forms the primary judgment of knowledge-intensive staff's loyalty. At last, it puts forward some improve suggestions, whichare directed at the weak link of this model.The construction of the model provides a new way of evaluating the knowledge-based personnel's loyal offer in Chinese enterprise and it is significant in real practices of raising the knowledge-based personnel's loyal offer.
