World Oil Pattern Evolution Of China's Oil Import Security Countermeasures

The structure of world oil is taking place great transformations after entering the 21st century: One side, the production of world oil dominating by Middle East is changing; On the other hand, the rapid increase of developing countries' demand is altering the oil consumption structure dominating by developed countries. For our country, the persisting rapid economy brings along oil consumption's increase, but oil production is not keeping the same increase. This situation results in the oil gap in our country enlarging. The oil gap can be filled up only by importing oil. Therefore, how to gain enough and steady-going oil is the key of our countries' oil safety.Ways and means of summarizing literature,estimating datum,hinting images,contrasting,analyzing,description,ration, is firstly brought to bear in the article. It analyses the evolving courses of oil reserves structure,production and consumption structure,transportation structure.(1) According to numeral contrast and images' expression, the evolving venation of world oil reserves structure is analyzed. Since 1980, the world oil proved reserves is keeping steadily increasing, the largest part form the Middle East. In the 20-30 years, the global oil resourses still have great developing potential. The Middle East> Middle and South America,the Former Soviet Union,Africa,Arctic Pole are the increasing key areas of oil reserves.(2) Using the conception of self-support ratio, the conditions of world mostly countries' oil production and consumption are classified and analyzed. Via data's contrast in 1986. 1996. 2006, the evolving courses of oil production and consumption structure is analyzed, and every country importing and exporting potential is summarized and concluded: Areas of self-support ratio persistly ascending are mostly providing ones, Areas of self-support ratio persistly descending will reducing oils export, Areas of self-support ratio fluctuating are discussed by different conditions.(3) According to data collecting and analyzing, the evolving courses and trends of world oil transportation structure is outlined: after the four world oil pipelines system constructed, the Caspian Area and Africa turn into the key of oil pipelines' construction during the new phase; Along with global temperature's ascends, the Arctic Ocean sea-route perhaps becomes another sea route besides world seven sea routes of oil transportation.After analyzing the world oil reserves structure,production and consumption structure,transportation structure, the author brought forward pressing countermeasures to our country oil exporting security, claimed to establish a high-efficiency multi-accommodative system. It represented in two aspects of multi-resources and multi- transportations.
