In Changsha Development Of Industrial Clusters

Since early 1990s, the industrial cluster in Changsha began to develop under various factors such as the government's guidance, the development of local enterprises and the promotion of foreign capital. After nearly 20 years of development, Industry Cluster in Changsha has a certain scale and entered a rapid developing period.Although Changsha has made remarkable progress in industrial clusters, the problem is also obvious: Absence of clear direction; the irrationality of industrial layout; the weakness of leading enterprises' capacity; and the slow development of the supporting system. The external condition is also confine the development of industrial clusters in Changsha such as the location and the policy. Therefore, grasping its own advantages, using the existing conditions, centralizing resources, rational planning to explore the industrial clusters in the 11th Five-Year Plan period is now in the front of the government and enterprises of Changsha.This paper attempts to use the industrial cluster theory connected to Changsha's reality of economy and society, to study the conditions of the industrial cluster in Changsha and discuss the ideal and specific measures of the development of industrial cluster in Changsha.This article is divided into five chapters. In chapterⅠ&Ⅱ, it puts forward to the purpose and the significance of the study in industrial cluster in Changsha, and gives the research methods, defines the concept of industrial clusters in detail, compares and analyses these theories such as the economic growth theory, the local innovation system theory, the growth pole theory, the value chain theory with the industrial clusters theory, to lead the development of the industrial cluster in the theory. In chapterⅢ, it analyses the development status of the industrial cluster in Changsha, summarizes the excellent experiences in the development of industrial clusters in Changsha in the past years, analyses the problems in the process of the development of the industrial cluster in Changsha. In chapterⅣ&Ⅴ, based on the theories and the realizations of the previous chapters above, it gave the ideas, strategies and guarantee measures of the development of the industry cluster in Changsha.
