Chongqing has a typical dual structure, and the basic reason of the great gap between urban and rural is the division of the market, so building up Large Markets, cultivating Big Enterprises, promoting the coordinated development of the urban and rural economies is an important way to solve the problem.In order to play its role, we should analysis the current status of business circulation industry development in Chongqing and know more about the outside environment firstly. In the recent years, the business circulation industry in Chongqing developed rapidly. The scales enlarged, the system perfected and the modernization improved, but some bad influence factors make the development hardly. Meanwhile, it is also facing many opportunities and challenges.With the statistical analysis of the factors which influence the development of business circulation industry, we can say that the main reasons are the improvement of people's living standard, the optimization of consumption structure, the opening policy and the improvement of transportation capability.Based on the factor analysis of the current status, this paper discusses the approaches of business circulation industry development in planning for urban and rural areas in Chongqing and points out that it is harmonious but not balance development, which means the development of country is droved by city. So we can say that the development of business circulation industry in planning for urban and rural areas should be push forward by stages orderly with the development situation of urban and rural areas in Chongqing. Arousing the village'business circulation industry with city's development, promoting the city's business circulation industry by villages, it is greatly benefited to plan and develop the business circulation industry of urban and rural area as a whole.
