Study Of Risk And Governance Model Of The Industrial Clusters

Taking the analysis of the industrial cluster risk as the breakthrough point, the author refreshed and reviewed the traditional industrial cluster theories, inducted the origin of the advantage and refreshed the development path of the industrial cluster. The author pointed out, the traditional advantage origins were natural endowment, scale economic, labor and creation. With the development of the internet and the new economic, these advantages have lost the capability pushing the development of the industrial cluster in the knowledge economic time. There is much confusion which can not be explained by the theory during the course of the development, such as the paradox between the improvement of the element price and the industrial cluster. Based on many kinds of confusion, the author introduced the motorization as the productive method and organization method to industrial cluster, discussed the relationship between industrial competition and industrial cluster, industrial cluster and industrial cluster treatment; and analyzed how industrial cluster risk affected cluster competition and the details of cluster risks; also the cluster risk managements. The author considered cluster risk is the key reason of the formation of the industrial cluster.Through the analysis of the origin of advantage of industrial cluster with the different performance of industrial cluster development in reality, the author tries to review the development system of industrial cluster in risk aspect. As the break point of different kinds of cluster risks, the author worked out current risk research result. Based on the generation path, destruction principle, key performance of industrial cluster, it educed the necessity and exigency. Through the analysis of cluster risks, in the author's opinion, the key point of industrial cluster treatment is to work out the kinds of industrial cluster risks and respective policy.Based on the above discussion and high efficiency, this author pointed out a new industrial cluster risks treatment structure with the reference of current cluster treatment research result. They are micro-treatment------modulization production style; mid-micro¯o treatment------value chain treatment; macro-treatment------web treatment. Modulization production focuses on the inter cluster risks during the development of industry: such as the contradiction among the creation idleness, scale uneconomic and specialized labor. Web treatment are mainly based on intra cluster risks during the industrial development; such as economic periodical risk and one country policy risk. While value chain treatment is the treatment between the above two kinds of treatments, it focuses on the risks which the section of the cluster development value chain has to face to. The above three kinds of treatments supplement each other and consist the complete frame of industrial cluster risk treatment. And it is very useful for us to discuss China industrial cluster risk treatment in the next chapter.The purpose of this paper is to improve the competence of the industrial cluster of development countries and take China as a good example. According to the status of Chinese industrial cluster, the author refreshed its characters and considered it still be in the primary phrase, which means small scale, unreasonable structure, low phrase of value chain. The author made a fringe judgment about the developing tendency of industrial cluster: the transfer from establishment to creation, from work-division to modulization, from static to dynamic, from forced attendance to active attendance. And those are the results which three kinds of treatments work together. Meanwhile, the author pointed out: those three kinds of treatments cant solve all the problems. It works in different phase and in different way. It also needs to be checked in practice. This paper just provides an idea.At last, there are still many shortcomings in my paper because of the personal limitation. For example, the analysis of the industrial cluster competence is only limited in the theory, and the practice, the analysis scope of the cluster competence are not enough. Even how the cluster risk treatment corresponds the cluster risk respectively still stays in a preliminary level. Please give me suggestions.
