Since 1990s, spurred on by economic globalization, information and networking, industrial cluster has been paid close attention to by the scholars and government officials due to great contributions to the prosperity of regional economy.Being inspired by the exemplary effect of the successful cluster from such areas as the central and the northeast region of Italy which is so called "the Third Italy", the "Silicon Valley", the peninsula south to San Francisco in central California as well as the Otaqu District of Tokyo dominated by machinery industries, quite a number of countries and regions include many places in our country had focused on the industrial cluster as a strategic way in implementing economic policies. With the strategy used frequently, Industry cluster becomes the important economic phenomenon which influences regional development day by day.Yet, not all industrial cluster are successful, nor can they sustain long-term competence. Failure cases are far from rare, e.g. the automobile cluster in Detroit and thermos cup production cluster at Yongkang in Zhejiang Province etc. The industrial cluster strategy will not go smoothly without a thorough understanding of the risk in it. The research in China is just at preliminary stage and most of which is only focused on the theoretical study. In face, advantage and risk of industrial cluster coexist. Understanding and studying industry cluster risk in depth have important meanings in advancing the strategy of cluster.The following article, embarking on the present development of the industrial cluster home and abroad, describes the states and challenge of industrial cluster in regional economic against the globalization background, expound the necessity of studying the risk of industry cluster. On the basis of reviewing relevant theories, sum up the form of expression of risk of industry cluster as five kinds: network risk, cyclical risk, political risk, competitive risk in the same field and structural risk, and then analyze their appearance and development in the cluster's lifecycle.The risk of industry cluster, especially the endogeny risk, is closely related to cluster type ; this article has a try to analyze the cluster risk on the basis of dividing the cluster type. Classifying the industrial cluster by their inherent market structure, there are odd cluster, network cluster, tyre cluster, multinuclear cluster and mixed cluster. On the basis of expounding the concept and summing up the characteristic, the article analyzes the risk of different types of cluster one by one, in order to realize different kinds of cluster risks thoroughly and to take the precautionary measures pointedly.Taking motorcycle industrial cluster of Wenling in Taizhou for example, the paper analyzes the factor that supports the stability and development of cluster, explores the influence that the regional economy countered by the cluster risk, verifies the state of development of industry's cluster risk tentatively with some related theory, so that it could offer the realistic background for countermeasure study.Finally, for different kinds of cluster risk, the author explores the method of management, evading means, Precautionary Measures and dissolved strategy etc., so that it could offer consultant decision when the local government makes the development strategy of regional economy with reducing the cluster risk and fully embracing competitive advantages of industrial cluster.
