China's Urban And Rural Interests, Co-ordinated System Of Innovation

The overall planning of urban and rural is a worldwide phenomenon in the public management field, also is a worldwide and historic main bugbear. Our country got certain result in the aspect of removing the differences between the city and the countryside. But the dual system in urban and rural economy fundamentally has not yet the overall changes. In the arrangement of urban and rural system, census register lasted for many years, finance and tax system ,education system have seriously handicapped economic development in the rural area, cause the contradiction between the urban and rural to become increasingly conspicuous. Practice proves that a sequence of system barrier has long been a bottleneck holding back the integration construction of the urban and rural. We must breakthrough this bottleneck, only in this way can we smoothly advance urbanization, achieve sustainable development.Under the macroscopic background of building a new socialist countryside, realize the overall planning development of urban and rural and resolve the problems facing agriculture, rural areas and farmers, that have been piled up over the years, system innovation is the key in the crucial factor.
