Since the founding of the People's Republic of China, the country has passed national legislations to establish the system of regional autonomy of ethnic groups and made it a basic political system of China. After several decades'development, the system of regional autonomy of ethnic groups has made great achievements and accumulated rich experience. Now China not only has set up a framework of laws which regulate the rights of regional autonomy of ethnic groups in all aspects, but also has developed a series of theories and concrete measures governing the ethnic regions with the characteristic of Chinese socialism. As a result, the rights of different ethnic groups have been well protected, their living conditions improved a lot, and the ethnic group autonomous regions have made a great progress in all the aspects.The 21st century is a time characterized by economic, political and information globalization as well as the complicated social issues. These changing situations produce great challenges for the governments of ethnic autonomous regions to make policy decisions. The existing problems in public policy making process have influenced the local governments to make scientific and democratic decisions. Since the decision making levels of ethnic autonomous region governments will determine whether they can successfully solve some basic social problems, such as the improvement of people's living conditions, maintaining social stability and solidarity, it is quite important to improve the ethnic autonomous region governments'scientific and democratic decision making levels.This article consists of four parts in which I explore the scientific and democratic decision making process of ethnic autonomous region governments from different perspectives. Part One examines the development and practice of public policy making theories in Western countries. After the examination this part summarizes some useful experiences and suggestions for China's ethnic autonomous region governments. Through analyzing some definitions, such as the scientific and democratic decision making of ethnic autonomous region governments, Part Two tries to give a clear definition of some public policy making concepts. Part Three reviews the existing problems in public policy making process of the ethnic autonomous region governments. Based on this review, this part also analyzes the reasons for these problems. By summarizing the policy making theories of home and abroad, Part Four explores the possible solutions to realize a scientific and democratic policy making in ethnic autonomous region governments.
