The market competition of enterprises is realized by people finally, so the human resources are one of the decisive factors whether enterprise's market competition could be implemented smoothly. With the further establishment of the market economic system of our country, the development and management of the enterprise human resources has already become the key of realizing enterprise's assets appreciation of the market competition advantage.Firstly, the present problem and actual requirement of human resources management for Qi-Chuang enterprise(QC_HRMS) are analyzed. Secondly, the design purpose and principle, and the hybrid model of C/S and B/S are given. On the basis of these, the human resources management structure system and functional module are designed, and logical structure and data table for database are presented. Based on these, the functional modules of the Qi-Chuang human resources management are designed and realized which include system management, Personal management, attendance management, wages management and other function module. The new scientific and efficient performance assessment management module combining actuality of salesmen and some modern performance assessment methods like key performance indication, partnership comparing, average weight and expert marking, is set up.For the moment, this Qi-Chuang human resources management system (QC-HRMS) has been applied in Qi-Chuang company. The operation result shows: this system has good opening, expandability, effectiveness, stability, and safeguard and upgrade convenience. It is safe and reliable to run and has realized the dynamic management of company's human resources information, and has strengthened the market competitive power of the company.
