In the context of calling for protection of the environment, Copenhagen Climate Conference holed on December 7-18,2009, energy-saving emission reduction, recycling economy; low-carbon economy is ready for enactment. In recent years, with the development of production and social progress, the state is advocating, experts and scholars strongly appealing the media positively publicity, people eagerly looking forward to the development of circular economy and the establishment of conservation-minded society, it is a certain that social progress, but also a urgent task for the word and the economic and social development of China;This paper intends to proceed from an overview of energy-saving emission reduction, focusing on the problem of coal chemical enterprises of China energy-saving emission reduction. Managing and making good efforts by optimization and technological innovation, and building evaluation of indicators for energy-saving emission reduction, and making final evaluation;Structural equation modeling becomes research organizations for diversity in recent years. In practice, structure of the equation model was used in the analysis of economic, administrative, psychology and other areas widely. In the development of circular economy and establishment economical society, the chemical companies can make outstanding contributions and has large potential. In the end, this paper makes final evacuation, and proposes for the further study of structural equation modeling.
