Comparative Study Based On The Technical Level Of The Eastern, Central And Western Industrial Structure

In the economy system, structure is a vital and eternal focus. Douglass C. North pointed out"we adjustment structure to develop under stated resource and system."Theories and practice demonstrate the continuous, healthy and stable development of a district relies on the adjustment and improvement for the industrial structure. And technology is the main drive to improve and adjust the industrial structure. So, the research on the technology level of industrial industry, and the distribution of technology in different levels, help us to understand the industrial development status of a district, and provide information for making policy on adjustment and improvement of industrial structure.Many scholars did research on the impact of industrial structure from the technology. No doubt that technology is one of the important drives for adjustment and improvement of the industrial structure, but at present, most of the research on technology doesn't take the social conditions or resource gift into consideration.Especially for a developing country, most of the technology resource of the domestic economic development comes from the industrialized countries, while formation of every industrial technology is closely related to its natural and social conditions. From the economics aspect, the contribution to add value during the production process of this technology is more important when studying technology level. Based on this aspect, this article establishes a model to measure the technology level of different domestic industries. Following the method, it studies the industry distribution situation of different technology levels of different districts.The content and the conclusion are as following:1. Through the analysis on the ratio of gross product of industrial industry in different technology levels, it is found that the industry gross product at high technology level of the East is obviously higher than which of the West, meanwhile, the industry gross product at high technology level of the Middle is a little higher than which of the West. It shows that the average technology level of the industrial structure of the East is better than which of the Middle and the West, and the differences among them are not small.2. The East not only has a higher ratio of the industry gross product at high technology level, but also it has a better ratio distribution of industry gross product at different technology levels. Comparatively, the ratios of industry gross product at medium and low technology levels of the Middle and the West are high, and the ratio difference of industry gross product at different technology levels are big. The industry development of different technology levels are in imbalance, therefore, it is hard to effectively improve the technology levels of whole industrial structure.3. Through the graphic analysis on the industrial structure relationship among the East, the West and the Middle, it is found that structural trend convergence exists in all three districts of different extent. But they show different characteristic, which is: Firstly, the industrial structure trend convergence of the East goes to the industry at relatively high technology level, when the industrial structure trend convergence of the West and the Middle goes to the industry at low technology level. Secondly, the competition brought by the industrial structure trend convergence of the East is mainly in the provinces of local district with little competition from the Middle and the West, and concentrate in the industries of high technology level. While the industrial competition of the West and the Middle comes from not only the local provinces, but also from the East . The reason is that the industries of the Middle and the West concentrate at the medium and low technology level, but hardly have the structure trend convergence with the East at the high technology level.4. From the economics aspect, and based on the understanding of technology level, analysis is made on the deep reason of the industrial distribution difference of the East, the Middle and the West at different technology levels. Through the study on policy, R&D, property structure, enterprise scale structure, growth extent of the market structure and natural resource, etc., it shows the root of the distribution difference: policy preference creates different industrial development conditions of the East and the West; Not only the total investment and the investment strength of the East are higher than that of the West, but also the R&D funds resource structure and distribution of the East are better than that of the West; The enterprise property structure, scale structure and the market structure which is formed based on the former two structures of the East are good for the improvement of the technology of the industrial industry of the whole districts, and that of the Middle and the West are not that good.5. Based on the result of the empirical research and the foreign experience, and based on the practical situation and characteristic of the East, the Middle and the West, measures aiming at regional policy, R&D, property structure and market structure reform should be made to improve the technology level of various industries, optimize the distribution of industries at different technology levels, adjust and improve the industrial structure, improve the whole development of the regional industrial economy, and realize the harmonious development of the regional economy.
