The banking reform in transition countries has been undertaking near 20 years. The different initial conditions, reform approaches and reform processes led to different consequences. This paper constructs an indicator framework to evaluate the banking competitiveness of transition countries based on Transition Report of EBRD, the World Competitiveness Yearbook of IMD and the CAMEL framework. This framework is constructed by three parts, the institution index framework, the macro-index framework and the micro-index framework.By comparing the Delphi Technique and the Analytic Hierarchy Process(AHP) in use of evaluating the indicator framework of banking competitiveness, I finally chose the Analytic Hierarchy Process. I used the AHP method to analyze the banking competitiveness of CEE four countries and CIS four countries, and explained the results. The results of the AHP analyze indicated that the CEE performs better than CIS in all three parts of our banking competitiveness indicator framework. The macroeconomic performance, reform approach, ownership structure as well as the government behavior may be the main reasons that explain the gap between the CEE countries and the CIS countries.
