With the rapid development of China's tourism industry, regions and tourist attractions (enterprises) are in the growing competition each ether.The growing competition not only influences and restricts the development of regional tourism but also impacts on the market of regional tourism. The unhealthy competition will slow down the tourism industry. How to get rid of low-level concept and change the traditional concept of tourism development? One of answers is c-c, which is competition-corporation. It's necessary and urgent to find an innovative idea. C-c on regional tourism development as a tourist scientific studies has emerged and quickly became the hot issue of its research. Based on tourism and regional economics, the paper studies deep the competition-corporation on regional tourism development and tries to explain the mechanism of the "c-c", then designs the models of "c-c". The study not only enriches the theoretical system of tourism but also provides the theoretical guidance for Xianyang city and other similar cities.This paper is established in the background and significance of study reviewing the related literature at home and abroad, then discusses the notion, connotation and models of c-c. Further, on the guidance of Tourism economics, Tourism, Geography, Tourism marketing,Regional economics, Western economics, and other subjects related, the paper uses categorization, reasoning, analysis methods and Hausdorff dimension calculation method to analyse the c-c of regional tourism development mechanism, and establishes the development strategies and models. Then the paper takes Xianyang City for example using the methods of STC three-dimensional analysis.According to the analysis, the paper constitutes the ideas and strategies, and puts forward the options of c-c on different scales.The paper draws the following conclusions:(1)The paper figures it is necessary and urgent to function the c-c models . Meanwhile, Xianyang city has the ability of c-c and we should take c-c as the development strategy in the future.(2)The paper constructs some models of c-c, such as from the perspective of space, according to the adjacent space or not, the models can be divided into geographical layout model, and continuous geographical pattern ; from the perspective of tourism resources, according to the type of resources , the models can be divided into successive resources and diverse resources model. And each model is not isolated, in practice under the operation of the regional tourism development needs, so we can select the appropriate implementation of the joint development of c-c models.(3)On the guidance of fractal theory, Hausdorff method makes the study more credible.When D≤1, regional integration can be enhanced and it takes on the distribution model,which reflects the center monomers (the first tourist resources) are very important, so c-c for the development of regional tourism is the better choice.(4)Given the different scale, the large, medium and small district of Xianyang City should choose different c-c models according to the actual situation and the result of Hausdorff. In large-scale, we can choose the continuous model, resources continuous model combining resources and diverse ways; in medium -scale, adjacent regions of the single-mode or nuclear radiation and diverse resources of the core- edge model can be choosen; in small-scale, because the objects of study are more and the complexion is complex, every model is related.
