Research Standards In The Technical Barriers To Trade

China' s accession to the WTO has nearly 7 years, international trade friction has shown a high incidence of situation. With the increasing reduction of trade barriers such as tariffs, developed countries and regions.start to use Technical Barriers to Trade (TBT) which is hard to supervise and forecast in international trading in order to restrict free trade under control. As the biggest developing country and the third trade in the world, our country is facing more and more TBT, and has become the first trade barriers besides tariff.Based on a systematic study to the theoreticl knowledge of TBT, standards and intellectual property rights, this paper conclude that standard is the core elements of TBT' s three elements-technical regulations, standards and conformity assessment procedures. So the study to the standards problem is the key to the research of the TBT problem. After comparing with developed country, regions and China' s standards work, we can see the deep gaps among them, including long standard-setting time, over-age service, low professional ability , low rate of standard adopted and etc. We happy to see, from year 2005, our country has paid more attentions to the development of standard system build and announced 12 key rule to protect the strategy for implementation of the standard. China has determined to overcome nearly 30-years gap with developed country in next 10 years.This paper uses a case of a local company which to break trade barriers via taking charge of a international standard, and then analyzes the series work in this case to conclude a set of advices which can be introduced to other enterprise when face the same situation. The advices include active and effective to adopt a reasonable standard, the prominent companies in the Standard revision of the dominant position , and active participate in international standardization work, raise industry standards to strengthen the role.The subject of this research is not only a theoretical contents of the excavation, more importantly, the introduction of deeper thinking, the final technical barriers to trade in the current situation, in accordance with the national technical standards development strategy to industry leading enterprises as the main body, in accordance with market mechanisms, In the international competition to build standards and technical barriers to trade long-term mechanism to study, in order to protect our national industry to further enhance the international competitiveness of China's contribution to the force. China hopes for international trade out of the tight encirclement and achieve development by leaps and bounds for reference.
