Study Of Rural Social Old-age Security System

At Present, with the increasing intensification of old aging, aging security problem more and more becomes a global issue. China has the largest population in the world. At the same time, China is the country that has the largest aging population in the world. With the arrival of the new century, China has already fallen in the old aging society. Therefore, aging security has become a problem which is of vital importance to the nation's economy and the people's livelihood. China owns twenty-two percent of the population of the world, of which about sixty percent are farmers. With the growth of industrialization and urbanization as well as the changing of rural family structure and the youth's notion of providing for the aged, the function of the family, which traditionally performs in supporting the aged, has been declining, and thus the problem of providing for the rural aged has became a difficult issue, which is also an obstacle to the improving of peasants' income as well as the development of agriculture and rural economy of China. Since the foundation of the new country, China has experienced three great changes in the modes of providing for the rural aged. Until now a standardized social security system for the old age in rural China has not yet taken clear shape, which is greatly inconsistent with the central government's goal of constructing a harmonious society.Therefore, the emphasis and difficulty of Chinese aging security are in the rural areas at present and for the future. This thesis first elaborated the concept, type and the historical evolution of the rural pension system, analyzing the situation and characteristic of the rural pension system in china, and then gave a brief introduction of countryside social security systems which have been carried on by some representative nations in the world, from which obtains the corresponding experiences. Finally, this thesis took Linzi district of Zibo city in Shandong province as an example. Through the methods of survey and case investigation, this thesis empirically analyzed the prospect of developing the security system of rural social pension and some problems about social institutions for rural pension, and then on the basis of this proposed some suggestions that could improve rural social pension security.The solution of Chinese rural aging security problem means the solution of Chinese most people's aging security problem, which helps not only the solution of the issues of "Farmers, Rural Areas, Agriculture Production", but also the smooth implementation of family planning policy; what is more important is that it could the domestic demand, promote the sustained, rapid and healthy development of national economy, finally contribute to achieving the goal of comprehensive well-off and harmonious society .
