Economic development pattern of regional cooperation contributes a lot to unify market, balance layout of productivity, boost optimal allocation of resources. Further development of China's economy will follow such pattern. .Regional development pattern in China will become the crucial measure to cultivate new economic growth. Yangtze River delta is very important as the generator of China's economic development. Development of regional economic cooperation in Yangtze River delta takes on typical characteristics. This paper is to explore the development process of regional economic cooperation institutions in such area.After the founding of New China, there is a long way to explore the developing pattern of regional cooperation in China, including large district system, economic cooperating zone, and central bureau. Pattern of regional cooperation development in Yangtze River delta has always being taken the pattern of central government as the dominating factor, that is, by way of central government to advance regional cooperation with single administrative methods in accordance with highly intensive planned economy. With the undergoing reform of economic system after reform and opening-up, boosting the regional cooperation by way of single administrative method gradually gets into trouble. Especially intensification of local interests of local governments derived from decentralization of power aggravates such trend. There must be new strength for regional cooperation to realize the integration. Market economy taking the place of planned economy provides new opportunity of regional economic cooperation in Yangtze River delta. Local governments change the pattern of realizing local interests. Local governments gradually get out of the regionalism resulting from improving local economic development by directly participating in economic operation. It shows the need to break the regional barriers to regional cooperation, so the regional economic cooperation in Yangtze River delta restarts in the logic of market.This paper, by arguing the history of regional cooperation institutions in Yangtze River delta, shows regional cooperation institutions in Yangtze River delta go from the failure of mandatory transformation in the logic of single administration to regional cooperation institutional transition of mandatory, institutional transformation by market force in the logic of market and repulsive transformation initiated by market.Market logic and administrative logic are combined together step by step with the evolution of regional cooperation institutions, and jointly play a role in the benign development of regional cooperation. Meanwhile, in the circumstances of incomplete market, to launch the regional cooperation can only rely on government's single administrative force. Cooperation can be underway without violating local interests, but if regional cooperation engenders the optimal realization of local interests, the course of regional cooperation will be interrupted. This is the inherent defect of single administrative logic to develop regional cooperation. Establishment of market economy and enlargement of market size provides new momentum for regional cooperation. Former single administrative logic changes the role under the influence of market logic, and depends on needs of market to exert functions of administrative methods. Combination of administrative logic and market logic has become the strength of boosting regional economic cooperation together. Evolution of regional economic cooperation institutions has gradually developed while the market interacts with administration by way of specific division of labor and own advantages. Therefore, to balance the relationship between market and administration, take their own advantage, form benign interaction of the two will become important factors for whether the regional cooperation can succeed, or not.
