In this paper, based on the development of military enterprises at home and abroad, the study of the development trend of military enterprises is carried out. It is found that the world military enterprises are showing a "centralized" and "market", "military and civilian goods combination" and "internationalization" and other trends. In today's pattern of big nations, China's social system, ideology, as well as the special geographical features of a big country, it is definitely that China can not obtain the advanced weaponry from the developed countries, and even from the international arms market. For a long time in the future, China will have to rely on independent development of national defense science and technology industry, as will be the characteristics and the basic strategy in China to promote the revolution in military affairs. To achieve this basic strategy and the advanced weaponry goal, only to rely on the ability of state-owned military enterprises can not meet the military needs, and it will need participation of the private enterprises. On the other hand, since the reform and opening-up, China's private economy has the strong rise on both the economic power and the strength in science and technology, also match the quality to participate the national defense.At present, there are still some obstacles and difficulties for private enterprises involved in national defense construction. For historical reasons, the military enterprises are from the original all-state-owned enterprises, private enterprises will have to encounter the institutional constraint, the concept of binding, capital constraints, technical constraints, as well as law constraint.In the face the difficulties and challenges during the process of private enterprises entering the military industry, the game theory and Porter model are used for the analysis, a the strategies to address these difficulties are proposed, including at the corporate level to implement differentiation strategies, to implement technological innovation Strategy at the technical level, total quality management to improve product quality, to solve the problems in the production process.This article used Henan Tongyi Co., Ltd as a successful practice, the difficulties and solve strategy on private enterprises entering the military product are introduced, as well as the feasibility of the facts is shown in details.
