With the development of Modern Economy and Information Technology, peoples' requirement of telecommunication technology is increasing day by day. It not only brings unprecedented opportunity to China's telecom enterprises, but also brings unprecedented pressure and challenge to the regulation construction, marketing management, project construction, customer service and other inner management of China's telecom enterprises. As all we know, for telecom enterprises, especially mobile telecom enterprise, to provide excellent telecommunication products and service s is based on wide-coverage and high-quality telecom network, which requiring higher efficiency and better quality of telecom enterprise's network construction and maintenance. Therefore, how to supervise the project manager effectively and how to design a set of working stimulation and appraise system of project managers is becoming a big headache of telecom enterprise.Based on the research of telecom network project managers in one of the big telecom enterprise SCMC in Sichuan province, the construction and related design of Performance Appraisal Index System of Project Managers in telecom enterprises is mainly discussed in this article.In this article, the research background and the thought of topic selection is referred in Part 1. The performance management theory, all the process, feature and key factors of project management is introduced in Part2 and Part3, the outer and inner marketing competition environment of SCMC company is also summarized in these two parts, furthermore, a example of project management department, the current performance management and existing problems is illustrated in Part 2 and 3. Questionnaire survey, target management method, balanced scorecard and key performance index and other methods are applied to pointed research and design of SCMC company project management personnel in Part 4. The methods adopted to guarantee the normal running of appraisal system and the achievements and experience to implement the appraisal system are introduced in Part 5 and Part6. Combine the theory with reality, a series of pointed suggestion to improve the performance appraisal of SCMC company project management personnel are proposed in this article, which not only absorb the already existing achievements, but also reflect the research ideas and methods of the author. Important conclusions are gained according to theory discussion and application summary of the performance appraisal of SCMC company project management personnel in this article, which not only has significant guiding of inner project management of SCMC Company, but also provide helpful reference to the construction of other telecom enterprises performance appraisal systems.
