With the advent of the 21st century, the speed of globalization for world economy and intellectual informatization is accelerating and the pushing effects of science & technology on social and economic development are increasing by every passing day. This makes the government–industry–university strategic partnerships (GIUSPs) to become a common feature for the development of science & technology and economy in all countries in the world and a successful experience in economically developed countries. Therefore, in the context of knowledge-based economy, how to achieve effectiv GIUSPs has become a hot academic research focus.The paper first defines the concept of GIUSPs and derives the objectives and content based on the summary of literature. Second, we selected the United States, Japan and Germany as the analysis to introduce their technological innovation mode based on GIUSPs and analysis the role of the innovation in technological innovation. We draw a conclusion that GIUSPs is an important experience to improve the capacity of technological innovation and have an important revelation in constructing of Chinese technological innovation mode based on GIUSPs. Then analysis the development of technological innovation and main obstacles in China and find that respective functions of government industry universities and the intermediary organizations have not been effective and still a wide gap between China and developed countries, thus hampering Chinese technological innovation. Third, combination of foreign and domestic experience, we build a model of Chinese technological innovation from the main level, service levels, support level and market level. The model is characterized by attention to technological innovation not only in the role of industry and universities, but also introducing government as an important actor to innovative systems. The model stresses that the interaction of government, university and industry effectively promotes technological innovation ability. At the same time, the model gives greater attention to the intermediary organizations and financial institutions. Finally, in support of Zhongguancun case the validity of the model.
