Under the backdrop of economic globalization, enterprises are confronting intense competition. Based on this, a host number of industrial clusters emerge in the same area. Therefore, the cost of seeking for new jobs is tremendously deduced. In addition, the unconfined flow of labor force becomes more convenient than before. staff mobility is an prevalent phenomenon which all the enterprises, the companies in the context of industrial cluster cannot be avoided, which appeal to a multitude of economists and management scholars around the world. Through a series of abortive research, the majority of mathematics who have been focusing on the staff mobility brought more negative impact on those enterprises; whereas, the positive effects were not emphasized on. With considering the background of industry cluster, when we re-recognize the both sides of labor force flow, we should pay more attention to the merits that this pivotal phenomenon brings. Consequently, based on industry cluster, staff mobility, and intellectual assets, this research choose human capital, team creativity and relational capital as effecting factors. All these significant factors have profound impact on various enterprises.This text discusses under the industry cluster, staff mobility could have effect on the selection of production of enterprises from three aspects as following, human capital, team creativity, and relational capital based on the most representative industry cluster questionnaire survey in Jiangsu area. Finally, the text get a conclusion that in the industry cluster background, staff mobility has positive impact, and human resource has the positive direction towards enterprises performance appraisal. Similarly, staff mobility pushes the team creativity, and again team creativity has great contribution to business performance appraisal. Last, staff mobility put a positive effecting on relational capital, and relational capital be beneficial to business performance.
