The public service system in rural areas has made much progress during the period of market economy, but there is still such a problem as urgent.The third part analyses systematically the status of public services in rural areas in the new rural construction in our country. And it points out that public services in rural areas have made great achievements, but the overall level remains low. Supply of public goods in rural areas such as the level of the overall shortage of the supply structure is irrational, the existence of a large number of system supply, and uneven development of rural public services, the supply of a single channel.The forth part analyses the reasons why the public services is behind in the new construction in the rural areas, from the factors of natural factors, social structural factors, financial institutional factors, the supply of the main factors, the supply of some aspects of decision-making mechanism to carry out systematic.The fifth part lists experience of foreign countries in the constructions of public service system. From the practice of the United States, Japan, Korea, France, India, the paper sum up some experiences and draw enlightenment on China's reform of public services in rural areas.The sixth part considers the path of improving rural public services in the new construction in rural areas.
