Rural Road Construction And Countermeasures In Hebei Province

Relative to urban logistics, the rural logistics refers the process of goods shipped to orreceived to rural areas. Rural urbanization, agricultural modernization is inseparable fromthe rural modernization logistics, and as an important symbol of modern rural logistics andcritical infrastructure, construction and development of rural roads will greatly change theway of people live, to accelerate the development of rural logistics, and also played animportant role on the rural economic development.As an important means of leading both rural economical development and ruralconstruction, rural roads promote Chinese rural construction for their big advantages onleading roles. As a big province whose agriculture is fully developed, Hebei Province payhigh emphasis on the research and construction of rural roads, for more promotion ineconomy development in countryside.In this paper, extensive collection of information onrural roads construction in rural areas of Hebei Province is finished, rural roads in HebeiProvince are set up as a foothold, construction, maintenance and management problems ofrural roads in Hebei Province go through deep explorations and researches, majorproblems of rural roads construction are analyzed, and corresponding countermeasures areproposed. According to China’s "Twelfth Five-Year plan" and the development status ofHebei Province, fund raising measures of rural roads construction and maintenance wereanalyzed. Except for more central government funds, the government financial schedulesshould take rural roads into consideration, at the same time; multi-channel fund-raisingstrategy should be used innovatively. Furthermore, based on the characteristics of ruralroads, simplified procedures for projects construction are raised for less preparation cycletime and lower construction costs. Appropriate conservation management is put forwardtoo. Through special investigations in rural roads safety, construction plan of rural roadssafety facilities appears in this paper, for scientific arrangement, plan in whole,establishment and improvements rural road safety facilities; according to the current levelof economic development in Hebei Province, such as population, size of the area and otherfactors, land coefficient method is used to predict the demand of rural roads in the nextfive years and for reference of Hebei Province’s rural road plan in the future.
