A Research About The Water Administrative System Reform Of Qingdao City

Water is not only the irreplaceable foundation of natural resources, but also is a strategic economic resource, acting as an important status and role to the national economy and social development. In recent years, in consequent of economic and social development, the demand on water resources and water pollution are increasing rapidly. Available water resources have been very limited. To enhance the development and protection of water resources, improve the effectiveness of its use, both at home and abroad are going to change the situation that exist too many government departments own the administration of water resources. Some cities are carrying forward the integrated management of administrative reform.As a coastal city of Qingdao, an important industrial city, a serious shortage of water resources has become an important economic and social development constraints. Because of the division of labor is still multi-sectoral collaboration to implement water management system, Qingdao City Administration Department of wading in water management, urban and rural water supply, water conservation and management on partition, passing each other, resulting in increased water waste and water pollution, the requirement to set up a unified and efficient system of water administration is increasing fastly.In this paper, through summarizing the basic characteristics of the water resources administrative affairs, comparing the domestic changes in practice, lessons learned and the trend deepening reform in water administration of city with abroad, intention to get the drawbacks of the existing water management system and the benefit conditions of promoting the reform in Qingdao city, clear the urgency and the feasibility of reform in water administrative system, bring forward the countermeasure system which how to promote the reform of the administrative system and improve the system of the inter-department coordination in accordance with the organic unity of a large department system, In theory, to establish an integrated administrative system that the Water management department use the unified functions such as water diversion, water getting, water supply, water conservation, drainage, reclaimed water wading, put forward ideas and suggestions on water administration functions'integration and institutional establishment, the scope of the functions and duty position of new institutions, operating mechanism and issues of system reform.
