Government To Promote The Development Of Service Industries Research

Service industry has many characters, such as improving people's life,great developing potentialities,less natural resources and less environmental pollution,which is the important fountain of the economic growth .And it is the important content of modern industrial system. According to international experience, service industry becomes the industry main body of late industrialization step by step. Nowadays, industrialization,urbanism,market,internationalization,industrialization accelerate significantly in china. It is golden age for China service industry. So service industry development becomes more important and urgent than before.For a long time, our government has no clear understanding for service industry and the importance and urgency of improving developing service industry, and thinks that the service industry has no value. It affects the service industry's development. It is also the important reason for slow development that the government has many problems, such as lack of correct pubic management and investment in public service field, too much management, without a clear line between the functions of the government and enterprises, no efficient guide to new services industries, which affect the scale and efficiency of service industry in China.This paper is divided into six parts which research the government effect in service industry development and how to promote develop in a rapid, scientific and effective way. The first part is introduction. It includes the background of topic selection, the significance of research, concludes the study situation of home and abroad scholars about government promoting the service industry healthy development. The second part is about the situations of service industry development and the important significance. The situations include that the service industry's scale is larger and larger, while the general development lagging, the proportion is low around the world, the position of service industry needs strengthen, the industry structure needs adjustment, and the regional development is unbalanced. So we must greatly develop service industry which is the need of economy increasing, promoting employment, developing manufacturing industry, improving national life quality. The third part discusses the main problems on service industry development of the government. This part analyses the reasons of slow development of service industry and the negative effects of our government. The policy of service industry development is inequality. It is lack of a good legal environment. The cultivation of service industry talents is neglected for a long time. It is lack of the consciousness of cultivating service product brands. It is lack of enough investment, such as education, medical, technology in public service field. The government is too much management, and without a clear line between the functions of the government and enterprises. he social welfare industry has not stepped into right path.Taking Qingdao as an example, the fourth part analyses the development model of Qingdao service industry and it's each industry , and according to the experiences and inspiration,concludes the general law of service industry of our country, proposes the suggestions for our country service industry development which has practice and reality significance. The fifth part discusses that the government should how to change consciousness to create service from a practical level, including strengthening policy and law construction,providing powerful supports for service industry development, strengthening talents cultivation, promoting service industry cluster and brands construction ,increasing investment for public service, perfecting institutions, accelerating reform of social field of service industry, promoting the development of our country service industry.
