Integrated Marine Management has been accepted by most of the inshore countries as management concept and management model,it also has become a popular concept in literature on marine research.In recent years,the research on marine management goes into deeply.The research on the "should be" reasoning of integrated marine management mainly focus on international visual field,problem visual field,methodology visual field and object visual field.The configuration of the marine administrative authority and its functions must be linked to reflect the terms of the principle of unity. We must correctly handle the relationship between tthe following departments.
