China’s economic development has entered a new normal, changing the industrial structure and transformation of the mode of economic development are currently one of the biggest challenges facing China and also one of the best opportunities. And ocean just provides such a platform. The world wide fund for nature in a 2015 report points out the importance of ocean:the world’s oceans’output value is equivalent to $24 trillion, equivalent to the world’s seventh largest economy. So it is highlighted the importance of Marine management.Throughout the world’s Marine management system, the UK is an experienced marine management country. so this article selects Britain as the main research object, analyzing the evolution of British Marine system development in detail, and compared with other several Marine world powers, through analysis on Britain’s own longitudinal and horizontal comparative analysis with other Marine power, on the qualitative analysis of the superiority of British Marine management system, and conclude that the popular trend of world Marine management.In order to further analyze the evolution of the British Marine management system, this paper uses the grey correlation model, and perform a quantitative analysis of Marine management in Britain, the British Marine management results to characterize with Marine economy, by calculating the correlation between the reference sequence and compare sequence, a quantitative analysis of Marine management in Britain, and carry on the summary to the British Marine management.Finally, the conclusion will be made up about Marine management system in Britain in the qualitative and quantitative analysis, and the paper will put forward its own suggestions, combining with China’s national conditions, to improve China’s Marine management ability, promoting China’s sea power and "One Belt and One Road" strategy.
