Export control ,which refers to imposing mandatory restrictions on commodity export,service export or technology transfer by examining and licensing,is executed by a nation or nation group.Technology export control which seems like an economic issue is actually a political and security issue.After the cold war,since the Sino-US strategic relations had changed,guarding against and even containing China's development has become an importment part to uphold Amercan national interests.On the one hand,the America makes every attempt to strengthen export control towards China.On the other hand,the America repeatedly uses export control as an excuse to threaten or impose sanctions against China.Therefore,it's meaningful theoretically and realistically to make clear of the American export control towards China historical evaluation,probe into the fundamental reason,the impact on the Sino-US relationship and provide suggestions for Chinese authority.The mainbody can be divided into three chapters.Chapter 1 gives an introduction to the law system a and executive division involved in American export control,and then trace back the original of the export control policy towards China.Chapter 2 analyses the challenges brought by the changed international situation after cold war to the export control system.Afterwards,it goes on to elaborate the policy evaluation about American export control towards China and probe into the fundamental intents.Chapter 3 dissects the impact that the export control policy had on Sino-US relations and the dilemma about the American export control system.In the end,it puts forward some reasonable suggestions for China on how to respond actively to the challenges.
