The control on the technology transfer is a basic policy which the United States government has adopted for a long period of time. The American regard the hi-technology as a key area concerning the national security. Improper technology transfer would enable other countries the ability to threaten the national security and reduce the advantage in hi-tech of the United States. On the other side, the technology transfer will promote the development of the American economy, create job opportunities, and promote the development of hi-tech itself in the U.S. Thus, the technology control policy of the U.S. government swings very much from time to time, especially to China. The goal of this article is to give a retrospection of this swinging policy, analyze its impact on the Sino-U.S. trade, and give suggestions to deal with the policy for China.Since the foundation of the PRC, with the development of bilateral relationship between China and U.S., the control on technology transfer of the U.S. has changed from time to time. On the whole, U.S. has always set restrictions to the transfer of technology to China. The U.S. adjusts the policy from time to time due to the consideration of benefits, politics, economics and diplomacy. The control on technology transfer increases the deficit of Sino-US trade, reduces the competitiveness of US high technology in the world and affects the sound development of Sino-US bilateral relationship.The author's point of view is that the policy of transfer control of technology will be abolished at last due to its restriction and weakness. The Chinese government should adopt flexible measurements to overcome the control policy of U.S. step by step, promote the development of reform and economics and finally realize the balance of Sino-US trade.
