A.fter the Cold War, the world situation had changed greatly while the structure of Two-Poles was broken up. Economic globalization emerges the world toward multi-polarization. The Sino-US economic and trade relations after the Cold War would inevitably be affected by political and ideological differences, though the trend of economic globalization has strengthened the bilateral economic relations. Trade and investment has both become the most important impetuses to deepen the Sino-US economic and trade relations. With the comprehensive development of bilateral economic and trade exchanges, there are more and more trade conflicts emerging between the Sino-US relations, while the main conflicts are market access, trade imbalances, anti-dumping, technical barriers to trade, export restrictions, intellectual property, and the RMB exchange rate issues.Sino-US trade conflicts as well as the contradictory between bilateral economic and trade relations come out not only for the economic reasons, but also mixed with a lot of political factors. Interest Groups in American political life has their important roles and direct impacts on the political aspirations of American domestic and foreign policies, and to some extent, affects the international political structure. After the Cold War, the U.S. business community interest group became a significant political force. Thanks to the sustainable development of China-US bilateral trade and investment, most of the American industrial and commercial enterprises grabbed huge profits; therefore they hoped to maintain long-term stable Sino-US economic and trade relations. So the industrial and commercial interest group had acted a positive role in the Sino-US economic conflicts.With the development of Sino-US economic and trade relations, the American Chamber of Commerce People's Republic of China (AmCham-China) has grown to a giant business chamber consisting of thousands of members which are mainly Sino-US Joint Ventures or American FDI enterprises. AmCham-China has made positive influence in the China Policy of the United States by annually publishing the White Paper on the state of American Business in China, carrying out the political lobbying trip to Washington as well as through its giant member companies' impacts on the American diplomatic policies. AmCham-China has played an important role in maintaining a stable Sino-US economic and trade reiations among the conflicts of PNTR, WTO and RMB issues. The other hand, as a local chamber, AmCham-China itself and its members have a local quality, which means they have also contributed to the economic and social development of China. Therefore AmCham-China and its members are able to maintain a good communication and contact with the Chinese Central Government and provincial governments, which facilitates the communication and cooperation between the American business community and Chinese diplomats. During the Sino-US trade conflictions, AmCham-China can act as a buffer to avoid hard confrontation and deadlock in Sino-US economic and trade relations.As a business chamber, the identity of NGO and business interest representative enable AmCham-China to become a buffer zone in the Sino-US trade conflicts and act as an impetus for bilateral relations. The Chinese Central Government should fully understand the positive role of AmCham-China and relevant business chambers in the Sino-US bilateral relations, and then make full use of its positive impact and smartly guide it to be an important force strengthening the Sino-US economic and trade relations.
