Influence Of U.S. ATP Export Control To China On Sino-US Trade

The argument between China and America of America’s export control of itsadvanced technology to China has always been on the rage. Without doubt, America isthe world’s most powerful country in the field of technology, where it outruns China.Importing advanced technology and advanced technological product(ATP), speedingup technological innovation play an important role for China realizing its strategicaltarget of economic development in the stage of high-speed economic growth,especially when China is in the transformation of its style of economic development,achieving industrial upgrade and improvement. However, America has always imposedrigorous regulation on the export of its ATP to China and implemented many limitationpolicies in order to maintain its super power. But it is inappropriate for America toimpose those strict regulations in the background of economic globalization, especiallyin the situation where the mutual dependence between America and China becomeincreasingly important, and it is negative for the economic and trade exchange andcooperation between America and China. Thus a deep research on the influence ofAmerica’s export control of its ATP to China on the economic and trade exchange andcooperation between China and America has imperative theoretic and pragmaticpurpose.This paper discussed the theoretic root of America’s export control of its ATP toChina in the first place and then summed up the evolvement of its regulation policiesand analyzed the reason why America imposed these regulations from three aspects.Thirdly, this paper compared the ATP trade between China and America horizontallyand vertically, researched its current situation, analyzed the negative influence ofAmerica’s regulation on the export of its ATP to China. In the fourth part, this papermade a pragmatic analysis based on the econometric mode and concluded the extent ofthe influence of America’s regulation on the export of its ATP to China on the Sino-UStrade. At last, basing on these,this paper proposed some measures for China to take tocope with America’s export control of its ATP to China.
