Western Rural Households Enjoying Five Guarantees Dispersed To Support Research

The system for providing food, clothing, medical care, housing, the so-called "Five-Guarantee" Subsistence Program is a significant part of China's social security system, and an important section of China's community-based relief system. In rural areas in China, "Five Guaranteed" is one of the most vulnerable. The protection of their normal life in rural "Five Guaranteed" , support system is an important aspect of China's rural social security system. At this stage in our country it plays the very important role of social assistance. From 1956 to the present, "Five-Guarantee system" is very difficult to establish, but this work has been continued and improved. In particular, the agricultural tax exemption and the new revised "Regulations on the Work of the rural areas dependent Five "Since March 1, 2006 has come into effect, "rural"Five support object" as the coverage of public finance, and improved the management and supervision of measures to strengthen the legal responsibility, to establish a new rural Five framework to support system. But in reality, there are still many problems. In China, there is still a large number of decentralized supports the "Five Guaranteed". In many parts of the western rural areas can not guarantee that the implementation of all five areas, and even the basic difficulties of life. With the rising level of national support, in the Five framework to support policy, we could find some new methods and ideas to support the "Five Guaranteed" and improve the standard of living, in the control of social risks, to build a harmonious society and promoting the coordination of socio-economic development, is undoubtedly of great significance. This paper is on case studies in Chifeng City of Inner Mongolia. In this paper, drew and absorbed the domestic scholars on the "Five support system" theory and the results of the study, and adopted the "interview", "observation" to collect information, and then analyzed and collated the information and data."Theory of social assistance", "social support theory" and "theory of public finance" is used to describe the situation of "Five Guaranteed" dispersed dependent. And we have analyzed the reasons of improve the "Five Guaranteed" dependent.
