Flag In The Mongolian Population Horqin Left County Economic Development

In China, the County including agriculture, industry, commerce, finance, culture and other aspects is a relatively independent region. The country is the basic unit with political, economic, cultural and social function. It plays in connecting role of country management system. It is managed by central authorities, province, city, at the same time, it manage the township, rural areas. It is an important aspect in coordinating urban and rural development. The country economy is a regional economy that composed by various economic sectors, it is in the area of the county, centered on the town, based on the rural and pastoral areas.Horqin Left Middle Banner which is located at Tongliao City of Mongolia Autonomous Region has the most populations of Mongolian Nationality in county-level administrative regions. This country is rich of resources, but with backward economy, now it still is one of the key counties included in the national plan for poverty alleviation through development. In this paper the writer has selected Horqin Left Middle Banner as research subject, guided by the national theory, regional economics and the Institutional Economics. The writer has studied the basic situation and the restrict factor of the county economy by the Mongolian case study, has tried to find the basic path to break with tradition economic structure and the basic countermeasures to promote the county economic development.In this paper, the theory of meaning: rich the theory of national development and rich the national county economic development theory. Practical significance: developing the MinZu country which is the basic unit of our country in minority areas, is conducive to promoting economic development in minority areas, is conducive to promote national economic and social development.In this paper, the writer has used Method and model of macro economic quantitative analysis and statistical methods to analyze the restrict factor of the county economic development. And in accordance with the new institutional economics theory the writer has suggested institutional change as macro-economic development path, and construction of industrial parks, tourism economic development as a micro-path selection of Horqin Left Middle Banner.
