Horqin Left Middle Banner is a big corn production banner. It is one of the major corn producing areas of Inner Mongolia Autonomous Region, and especially rich in corn. Its corn production ranks first in the autonomous region.Corn occupies a pivotal position in the food production of Horqin Left Middle Banner. Corn crop accounts for more than ninety percents on agricultural products. Corn is not only to meet the needs of rations but also to be used as feed ingredients, so the corn is the basis for the development of animal husbandry, production of raw materials and industrial crops. In recent years. The corn production of Horqin Left Middle Banner show an increasing trend. However, the cost of production increases year after year, and farmersrs planting fluctuation is comparatively large.This paper studies Horqin Left Middle Banner First, analyzes the status Horqin Left Middle Banner corn production in the whole Inner Mongolia, using the method of location entropy. Second, the com production of Horqin Left Middle Banner is in superiority through SWOT analysis. Third, based on25years of maize production in1988-2012of time-series data, this paper analyzes the affecting factors of corn production combining gray correlation analysis method and production function model. At last, based on actual results, this paper propose the policy recommendations to achieve sustainable development in maize production.The results show that:Corn acreage is the most important factor of limiting corn production; agricultural labor input, rural electricity, agriculturalinputs such as diesel fuel usage factor for com production in the contribution rate are also high. The effective area of chemical fertilizer not obvious, and therefore the less significant factor of system make it removed bv model.
