With the development of economy and trade, the use of tariffs and import quotas has been weakened due to their significant trade discrimination, but non-tariff barriers have gradually become the main method of the current international trade barriers. Japan, an important trade partner of Shandong Province, has been using its technical and economic advantages to set technical trade restrictions on the export of mechanical and electrical products, which has become an important factor affecting the development of Sino-Japanese trade. The presence of non-tariff barriers in Japan, has greatly affected China’s export of mechanical and electrical products to Japan, and therefore the in-depth study of the non-tariff barriers on China’s mechanical and electrical products has significant theoretical and practical meaning.Based on domestic and foreign researches on the method and results of non-tariff barriers, this paper conducted in-depth research on the theoretical part, focusing on the concept of non-tariff barriers, the development process and the formation of non-tariff barriers, on the basis of which, this paper analysed the trends of non-tariff barriers. This paper conducted a relatively sound analysis on the situation of non-tariff barriers encountered in Shandong province, and then it analysed Japan’s non-tariff barriers on export of mechanical and electrical products in Shandong Province. Afterwards, this paper used the gravity model of trade based on the official data to analyse the three types of trade barriers mechanical and electrical products of Shandong have encountered in Japan. The conclusion is that the standard barriers in Japan promoted the export of mechanical and electrical products to some extent. Intellectual property rights and green barriers to some extent inhibited the export of mechanical and electrical products to Japan. Finally, with analysis of the reasons for non-tariff barriers on the mechanical and electrical products, and further integration of China’s actual situation, this paper put forward some strategies to response the non-tariff barriers that China’s mechanical and electrical products have encountered in Japan from three levels as in government, industry and corporations.
