With the increasing FTA between countries,free trade began in the 21st century,and trading activities between countries flourished.However,on the contrary,the decline in the implementation of the tariff rate and the increase in non-tariff measures in the opposite direction have been observed.In order to protect and cultivate their own industries,all countries are gradually strengthening the Technical Barriers to Trade(TBT).In the non-tariff measures,the proportion of WTO notifications was the largest,and in 2018 there were 3,065 cases of technical barriers to trade notified to the WTO TBT Committee.Due to technical barriers to trade,the small and medium-sized enterprises of exporting countries faced difficulties in obtaining information regarding technology restrictions of importing countries,and this formed an unnecessary obstacle to the formation of international trade.Some country regulations that are not aligned with international standards hinder other companies to enter the market.From the exporting countries point of view,if the technical barriers to trade is established,it will be an obstacle to the trade as the trade export costs will increase.In 2017,in Korea,due to the humidifier biocide incident,the Safety Management Act and Radio Wave Act of Electrical Appliances and Daily Necessities were strengthened.In this incident the bactericidal agent,that was previously approved to be used as carpet sterilizing agent,was used as humidifier sterilizing agent used for humans.However,the government gave safety certification without conducting further hazardous tests,which caused death and diseases.Since then,the government has promoted the safety management law for electrical appliances and daily necessities.The strengthening of the Safety Management Law for Electrical Appliances and Living Goods is not limited only to daily necessities but also to electrical appliances,and led to the strengthening of the Radio Wave Act.From 2018,the Korean government officially implemented compulsory certification related to radio waves,and compulsory certification of imported electrical and electronic products,which made trade in Chinese and Korean electrical and electronic products difficult.In the context of Technical Barriers to Trade(TBT),this thesis studies on the impact of the import and export scale of electronic products in China and Korea,based on the Korean Radio Waves Act and gives corresponding solutions to the recommendations for the existing problems.This paper proposes three countermeasures,the best of which is to sign the China-Korea MRA.Signing the MRA is a security measure that is subject to compliance.At present,the Korean Radio Wave Act will be implemented soon,thus further research is needed in this regard.
