| In the course of the city development, the update and optimization of industrial structure reflect a city's economic development and are essential for the sustainable economic development. With the aim to promote the industrial development of city and improve city's competitive advantages, government is now making the great effects on promoting the industry policies. Therefore, industrial policies of government play significant roles in optimal configuration of city resources and reasonable flow of production factors.China is in the industrial structure transformation phase nowadays. Development of service industry is an important indicator to measure the economic and social development of a country or region. We can improve competitive advantages and optimize industrial structure through service outsource research. Wuxi government proposed to propel both modern manufacturing and modern service in 2005 in order to realize sustainable development.This paper researches the development of service outsource industry based on the correlation of government and market and uses the development of Wuxi's service outsource industry as research object. It explores the correlation between adjustments of industrial policies and the development of a city even country and elaborates incentive, current situation, and future of service outsource industry. It also compares and summarizes policies among China, foreign countries, and local cities for references. In the research of Wuxi government's adjustments of industrial policies and development of service outsource industry, this paper introduces strategic planning and policy deployment of Wuxi government for propelling service outsource industry and further explains the purposes of industrial policies are making market undertake more resources configuration and optimizing industrial structure to propel city development. They have high significances in improving competitive advantages of city and transforming conformation of city. |
