In the current information age, as the globalized market competition intensifies, to maintain long-term vitality and market competitiveness, enterprises must implement effective performance management. Performance Management is not only an important factor in a human resources , but also reflected in the implementation of corporate strategy. Performance management applies performance result into enterprise's daily management activities through the establishment of enterprise strategies,goal analysis and performance estimate.It can spirit the knowledgeable employees up and make them enhance their performance continuously in order to achieve the enterprise's final goal at last. Moreover,it can establish the sound management foundation for the enterprises and help them achieve huge progresses firmly,constantly and rapidly.Balanced Scorecard is both a performance evaluation method and a strategic management tool. It provides a mode of thinking Ways and emphasizes the close relationship between the performance management and corporate strategic objectives. Lack of the correct strategic orientation is the fundamental reason which result to so many problems in the performance management of China's small and medium-sized enterprises. Balanced Scorecard can be used as a management enhancing tool to solve the existing problems, improve the management level,and further more, improve the core competitiveness of small and medium-sized enterprises.Taking the existing problems in the performance appraisal of Human resources in Z company as the target, on the basis of the relevant theories of performance management, this article designs a complete system of performance management, and constitutes the proper settlement. The use of key performance index theory and the balancing cards theory, through case analysis, literature searches and market research, helps to get the detailed solutions; the ration and qualitative analysis helps to make the project of partition of the method, regulation, and relations in performance management, and the separated performance index assessment of each department and employee, for the ultimate blueprint of the performance assessing system in which the performance index of employee and department is associated closely with the prize system. The training of performance management is also added to perfect the whole system. In the process of the performance management actualization, combined with the inside and outside environment, comes the scheme of the draft of actualization, the communication during actualization, and the feedback, comment and improvement after actualization, in order to obtain satisfied economic benefits as well as the active effect in tourism.Z company is a Credit service organization which mainly engaged in credit guarantee, Investment management and related financial services in Beijing. The study of its performance assessing system may do some help to the improving of the performance management in similar companies.
