Countryside Holiday Conditions For The Development Of The Evaluation Index System

Rural vacation developed earlier and more mature in foreign country, while comparatively later in China, which was developed under the condition of accounting for "agriculture, countrymen, country" and constructing new country under social democracy by government (XU qing, 2008). But as the income increasing of downtown dwellers, the needs for rural vacation, is prevailing over the whole country, and developing fast. There were already a lot of rural vacation destinations in China, like GuangXi GuiLin rural holiday site, ChengDu Deer Garden Chamber, and so on, which were brought to meet the need of foreign and domestic tourists. However both the supply and consume of the rural vacation product are in the primary stage, and the potential power of rural vacation market has not well developed yet. Therefore some problems as lost in rurality, unperfect in facilities, lack of planning, which was in result of less understanding for rural vacation, that not all countries adapt to develop it. As a result, we should find out what kind of qualifications country should have are crucial to develop rural vacation.Then in the author's opinion, one way to solve these problems is constructing an examination standard and evaluation index system suitable for the situation of China, examining and evaluating the rural areas and sports involving rural vacation development and impelling them to try to find out the main problems and where they fall short so as to continuously improve and perfect themselves moving toward better developing. Thus engender restrict to the rural vacation development for rural areas, in order to avoid some relating problems.Proceeding with basic theories, this thesis defined the definition, product characteristic and patterns of rural vacation, and based on the analyses of the established relating standards and index system, then through reasonable and scientific analysis, conclusion and colligation, the index system of rural vacation development qualification was established. Central steps are:Firstly, determining the objects of evaluating, i.e. eco-qualification, resource-qualification, social-qualification, economy- qualification and exploitation-qualification, contained in the whole system of rural vacation development qualification.Secondly, filtrating the evaluating index. The process is: constructing pre-election volume according to practical experience and documents; executing consulting questionnaires; adopting Delphi Method to seek the views form the experts in this field; estimating the importance of the indices; and then deciding the elected indices by balance filtration and gathering analysis for 2 times on the grounds of feasibility. The evaluating index system of rural vacation development qualification falls into 5 levels. They are the object level, the system level, the element level and the index level respectively. The object level reflects the degree of comprehensive qualification strength of the areas or spots; the system level consists of 5 sub-system of ecology, resource, society, economy and exploitation; the element level reflects the composition of the detailed content of each system level, including 18 elements; the index level has 36 elements to reflect specific indices.Thirdly, deciding the index weight. Forming judgment matrix, adopting the Analytical Hierarchy Process, the thesis reasonably determined the index weight on the basis of the index framework established.Finally, with reference to China national and local standards, and advice contributed by experts, the author evaluated all single indices and constructed the standard for rural tourism demonstration region.As a demonstration, this study chose rural tourism destination of GuZhu Village in HuZhou, ZheJiang Province, evaluating and analyzing while pointing out its restrictive factors and the main gaps existing between the actual condition and the standard. GuZhu Village has a high score in exploitation subsystem, and society, ecology, resource subsystem come to heel, and economy subsystem rank in the last. Some action suggestions are also put forward in terms of planning, namely, attaching importance to the maintenance of rurality, strengthening the content of leisure and amusement, reinforcing the guide and foster of community resident attitude of rural vacation development.
