Hunan Province, Modern Service Industry Foreign Direct Investment Environment Evaluation Research

As we known, to attract foreign direct investment into modern service industry is an effective way to developing the modern service industry. Therefore, if Hunan province wants to attract more high quality FDI to modern service industry, we should know about it investment environment firstly.From the host country's point of view, with the theory of foreign direct investment, the theory of modern services industry and the theory of investment environment, based on the features of FDI environment for modern service industry, this paper analyze the Hunan province's FDI environment for modern service industry systematically. On the base of main Scholars' study and the characteristics of modern service industry, the paper constructs the FDI environment evaluation system for modern service industry from the regional basic environment and the modern service industry-specific environment, which are constituted by 47 indexes. Among them, the regional basic environment is divided into six aspects: the economic environment, the infrastructure environment, the opening environment, the human resource environment, the administration environment, the legal environment.Adopting the Comparative Method, the Principal Component Analysis method and the Hierarchical Cluster Method to evaluate Hunan FDI environment for modern service industry; Comparing it with Hubei, Henan, Jiangxi, Anhui, Shangxi, which are located in the central district of China as same as Hunan; Comparing it with Shanghai, Beijing and Guangdong because of their good environment in attracting FDI into modern service industry. It shows that Hunan FDI environment for modern service industry ranked No.6 among 9 samples and 9 samples are separated in two clusters, of which are Hunan and other 5 province in central area. It also shows that 6 provinces of central district are separated into two clusters: one is Hunan, Henan, Hubei, Anhui, and the other is Shanxi and Jiangxi.According to the results of analyzing and evaluating about Hunan FDI environment for modern service industry, some optimizing countermeasures are brought forward.
