Research On Investment Environment Of Modern Service Industry And Its Optimization Methods In Liaoning Province

Modern service industry, as a product of industrial development, has been the growth energetic driving force in the development process of regional economic, meanwhile, the proportion and signification of modern service in country industrial set-ups is becoming outstanding. Therefore, development of modern service industry already becomes an inevitable trend in the new stage of county economic growth. Accelerate the development of modern service industry has important strategic significance to economic growth and increasing of living standard. Today, governments at all levels attach great importance on making plans to develop modern service industry, so the scientific and rational valuation on the synthesis power of a regional modern service industry is practical and significant to the governments. Consequently, establishing an index system and evaluation method which is objective and accurate is of profound theoretical and practical significance.From the attractor’s perspective, based on the theory of modern service and the investment character in Liaoning province, investment environment of modern service in Liaoning province is studied systematically. An evaluation index system of modern service in Liaoning province is established based on basic environment and industrial environment after studied related evaluation index system established by other researchers and characters of modern service in Liaoning province.The evaluation system is considered from four aspects and twenty-five indexes, then investment environment of modern service in Liaoning province is positivistic analysed by methodology of comparison and principle component analysis method, finally, after compared with other nine provinces of china, the situation of investment environment of modern service in Liaoning province is evaluated. Eventually, the suitable countermeasures and optimization methods are brought forward based on evaluated results on the situation of investment environment of modern service in Liaoning province.In the past, all the reasearchers saw the sevice industry as a total product, therefore, for the absence of consideration on variability of modern service industry at different region and the difference between traditional sevice industry and mordern sevice industry, this viewpoint was absence of suitable remedies and can not demonstrate the character of modern sevice industry. In this study, index evaluation system is established from such aspects as development environment of modern sevice industry, main development environment of modern sevice industry in Liaoning province and external environment of modern sevice industry after consideration on character, conditions and achievement of modern sevice industry in Liaoning province. Meanwhile, after modification of existing evaluation model, a new investing environment evaluation model of modern sevice industry is established. Then, investing environments of fourteen cities in Liaoning province are analysised by the new investing environment evaluation model, the evaluation results show that Shenyang, Dalian and Anshan finish top three in the investing index system, but other eleven cities lag behind the three cities seriously. Eventually, the suitable countermeasures and optimization methods are brought forward based on evaluated results on the situation of investment environment of modern service in Liaoning province.
