In Changsha City Bus Traffic Management System Study

Public-bus traffic is important in people live in a city, which is one of the important components of comfortable live in a city. And also Public-bus traffic is a symbol that can judge a city's economic growth degree, a city's scientific and technological level and modernization degree, whose fundamental mission is to provide economical, comfortable, and convenient transport serves for the city passengers. However, bus traffic system still follow the tradition planned economy pattern, which can not adapt to the development of the market in the city of ChangSha at present. So, the system of the public-bus traffic of ChangSha should be reformed a lot.We take the public-bus traffic of Changsha City as the study object in this thesis. On the option of the theory method, we adopt business-economics analysis method; take system as one of the marketplace business key elements. As the common product attribute of the object, our study and analytical ken shifts to politics and common fields naturally. Wield common choose theory and market-oriented theory, we appeal for a moderate market-oriented reformation in public-bus traffic on the basis of satisfying people's fundamental needs. To stimulate the bus traffic enterprise to create social value, and enhance public welfare to a maxim degree. This is the theory premise and the analysis orderliness of this thesis. On the research method, we adopt investigation and analyses contrast method. Compare the present situation of public-bus traffic of ChangSha city with which of the other cities home and abroad, analyze the problems that ChangSha city exists at present, then put forward corresponding encounter measures.Our research conclusions are as follows: The public-bus traffic management system of ChangSha city at present exists following problem mainly: (1) There occur the departments managing each other on their own in the functional departments of the administration organization. (2) On the industry supervisor mode: public-bus traffic construction fund throws into deficiency and the infrastructure construction falls behind; industry service standard is not advanced overall. (3) In the market-operating mechanism, there are too more public-bus enterprises gravely, and also there have inefficiency in the operation and management in these enterprises, thus leading to the high management cost in these enterprises. These problems have restricted the transport ability of the public-bus traffic in ChangSha city objectively. For this purpose, according to the social public character of common serves of the public-bus traffic transport, we suggest that the following reform schemes: (1) Set up a day-to-day business organization under ChangSha City Standing Committee of the National People's Congress of the People's Republic of China: Public-bus Traffic Supervisory Committee, this administration forms the situation of tripartite confrontation: government, the supervisory committee, the enterprise association. (2) Management industry: Reinforce the fiscal subsidies to peculiar group; Perfect the market access-remove mechanism; Strengthen the equality the enterprises compete for; Integrating public transit resource, putting public transit enterprise area special permission franchises into practice and so on. (3) Market-operating mechanism aspect, reinforce integrating the enterprises, promote market-oriented reformation under ensuring the premise that public-bus traffic serves commonly. (4) Supporting measures: Open the special and preferential passage to public-bus; Reinforce the exploitation and application of the new technique to Public-bus traffic; Reinforce the management and training to the human resource to improve overall quality of public-bus enterprise employees; Improve the service quality and encourage the enterprises to competing with each other.We primarily structure the theory main body of the public-bus traffic system with the common product theory, the public choice theory and the market-oriented theory, which will provide basis theory construction for the corresponding reform.
