Driven by the Territory and western development, economic of Chongqing has developed rapidly. Thus, energy shortage is becoming a critical factor that influences future development of the city. Building energy consumption accounts for a large part of Chongqing's whole energy consumption, and the decrease of building energy consumption can alleviate present state of energy shortage effectively. Meanwhile, implementing building energy efficiency also plays an important role in improving environment and promoting comfort of residential building. Therefore, it has great theoretical and practical significance that the in-depth study of the incentive mechanism of building energy efficiency to the area of sustainable development capacity, and providing the reference to planning appropriate development ideas.This paper has analyzed the economic characteristics of building energy efficiency, on the base of the analysis of documents in the carrying domestic and foreign and launched a qualitative research on the building energy efficiency. The paper which explains that it leads to the part-failure of building energy efficiency market for the economic external, as a result, it is necessary that the government would establish the economic incentive policy for building energy efficiency. At the same time, by learning from the experience of the developed countries on building energy efficiency, and combining the climate, economic, energy and construction development, the paper has proposed the corresponding countermeasures. The main contents include:(1)Theoretical analysis of the incentive mechanism of building energy efficiency. This paper has demonstrated that the field of building energy efficiency requires government intervention from the theories of sustainable development, externalities, public choice.(2)Economic analysis the incentive mechanism of building energy efficiency. This paper has elaborated externalities and failure of market segment from an economics perspective.(3)The current situations of incentive mechanism of building energy efficiency in Chongqing. This paper has tidied the current situations of incentive mechanism of building energy efficiency and found out existing problems and reasons.(4)The construction of incentive mechanism of building energy efficiency in Chongqing. This paper has analyzed incentive mechanism of building energy efficiency in Chongqing, on base of its fundamental rule, field and objects combining actual conditions.(5)This paper has given some suggestions for improving the incentive mechanism of building energy efficiency in Chongqing and increasing the regional sustainable development.The main conclusions of this study are:(1)Building energy efficiency is a field of failure of market segment. So the market is unable to exert a foundational action in distribution of resources independently. Therefore, the key to the development of the building energy efficiency field is external internalization.(2)By comparing and analyzing to the building energy efficiency of foreign countries, the funds of the incentive mechanism of building energy efficiency is insufficient. And the source funds are single.(3)The government of Chongqing must balance the interest relations of subjects when it implements the incentive mechanism of building energy efficiency. The government must take the method of coexistence of several incentive measures. It means the government take some profits to compensate the lost of developers and consumers when they saving energy. In this way, the enthusiasm of the subjects could be mobilized which impel the project of building energy efficiency.The weakness of this research lies in the research region lacking a broader representation and the selection of indicators worthy of further study due to the specific measures to incentive policies.
