The promotion of constructed land structure and overall arrangement is an important way to intensified land use, is an objective demand to the development of city and village, and is also a certain claim to realize the scientific development.Along with the deepening of the policy reform and open to the outside world,as well as the speeding up of urbanization advancement, the cities' non-agriculture construction uses are increasing rapidly year by year, and the cities' scale is expanding unceasingly. The economical development, the population increase, and at the same time, the wasting and unreasonably use of the land resource, all intensify China's land resource usage contradiction, which has been prominent day by day. The issue of how to use the scarce land resource efficiently and how to protect it effectively and make it developing sustainably had become a significant question both in theory and practice.In this paper, I took the Ganzhou city for example, elaborated land issues arisied on the course of development of urban and rural in China, explored and resolved the principles related to these issues closely; and then started from these principles, put forward to a reasonable scale of construction land, optimized the methods and ideas of City Rural land-use structure and layout of the constructions. At last, applicated it in the actual situation of Ganzhou City. The main research contents of this paper are followed by:Chapter I: It introduced the topics, the background, the significance, the contents, ideas and methods of research in this paper.Chapter II: The concepts were defined. The scientific connotation on structure and layout of the construction land are described, and the theories of optimal land use are also described. Chapter III: It had a brief introduction on the situation of Ganzhou City, and analysed the existing problems of the structure and layout of construction land area.Chapter IV: Based on the current problems of structure and layout in Ganzhou land construction, it showed the specific technical routes and methods used, and assessed the various methods.Chapter V: From the impact of Ganzhou structure and layout of land for construction-related factors, especially economic and social development, factors such as the starting point, a fixed method and trends in the law means the study of the region, including cities and towns, rural settlements and an independent mining and other construction the status of land use, development strategies, spatial layout and land-scale analysis and prediction. And then with the Eleventh Five-Year plan Ganzhou combining qualitative and quantitative comparison of the prediction to optimize the program to determine the optimal structure of the program.Chapter VI: Optimizing the layout study is on the basis of optimizing the structure study. Follow the order "macro - meso - micro", according to the principle of basic layout summed up, I determined the specific principles of the actual layout for the Ganzhou City, and then distinguished the different land categories to give the major distribution throughout the class by determining the specific layout of the program.Chapter VII: From the point of " the land increase in urban construction land linked to the reduce to rural residential areas" , I promoted the socialist new countryside construction, from the economical and intensive land use, and put forward my own proposals and countermeasures on protecting arable land and saving the land use strictly to implement the scientific concept of development.Finally, I got some conclusions, as well as prospects for further studies of this content.
