Tongchuan City Land Use Structure Optimization Study

Land is the essential material basis for social development as well as the basis material of human life. China is a country with densely population and resource-poor land, and there will be more and more conflicts between population and land, particularly between various types of land with the development of urbanization and industrialization. As a result, the reasonable use of land and adjusting the land structure and layout is particularly important.Taking Tongchuan City for example, using the data from 1999 to 2005, this article analyses its land using structure and layout. Based on analyzing the current situation and the development of society and economy of Tongchuan City, the author using GM(1,1) model, trend forecast and so on to make a predict for different categories of land, optimizes its arrangement, divides block and arrives at those conclusions:(1)Except other land use, the areas of Tongchuan various sites show an increasing trend from 1999 to 2005., among which, the agricultural land increases 1283.2 hectares, and the construction land increases 122 hectares. In agricultural land, the areas of cultivated field, pasture and other agricultural land are decreasing, and the areas of garden and woodland are rising.Among them, the greatest reduction in cultivated area is Yijun County, a total reduction of 6144.5 hectares, followed by yintai and Yaozhou, a decrease of 5585 ha and 2197.7 ha, at least is Wang Yi, reduce 1054.5 ha.In the construction land, the largest increase is water conservation land and transportation land which increase 70.2 hectares; the second is urban and rural construction land,50.5 hectares; other construction sites increased by only 1.4 hectares.The construction land change is different between these areas.Yaozhou and Yintai' construction land tended to increase the annual average increase is 22.05 ha and 10.7 ha.Wangyi and Yijun'construction land tended to decrease, the annual average decrease is 8.6 ha and 3.8 ha.(2) by analysis of predicted land data of Tongchuan, agricultural land was 360,535.2 hectares in 2010,predicted agricultural land was 361,937.8 hectares in 2020, It increased respectively 2800.5 hectares and 4203.1 hectares over 2005; the total construction land was 22,932.7 hectares in 2010 and was 25,221.2 hectares in 2020, It increased respectively 1250.8 hectares and 3579.3 hectares. Predicted other land was 5491.3 hectares, and was 1800.2 hectares in 2020, It increased respectively 4091.3 hectares and reduce 7782.4 hectares over 2005.(3) Based on the above analysis and predicted results, optimized the layout of land use of Tongchuan, divided Tongchuan into six land use functional areas, namely:basic farmland protection focused-areas; the development of urban focused-areas; land ecological and environmental protection focused-areas; mineral resources development focused-areas;land consolidation and reclamation focused-areas; landscape protect historical sites focused-areas.
