Public employment services institutions assume the employment services of the labor market, employment services'function is the main body of employment agencies, and its characteristic is the non-profit. Public employment agencies' prominent problems existing now is employment service organizations' development lagging behind China's current economic development and the need for mobility of personnel, resulting in a lower success rate of employment placement. Way to solve this problem is to innovation and employment service agencies operating mechanism, such as increase investment in employment agencies to speed up labor market information network to improve the quality of employment agency staff, etc., so that public employment agencies in the institutional means to achieve service gradually to the "one-stop" transformation.
