Effective performance evaluation system can improve employees'performance and help to fulfill the organizational objective. Along with the completion of the profession reorganization and the 3G issue of license, the completion structure of China telecommunication market has already step formation, China telecommunication YZ branch urgent need to be build up a valid of results management the system come to push company strategy target of realization.This text analysis the theories boundary study results management, analyzes its present conditions deeply, and points out the existing problems. So this article begins from the theories of performance management and the present conditions of China telecommunication YZ branch practice refers to the experiences of foreign telecommunications. Then we design a perfect PM for China telecommunication YZ branch. This system is a complete one, which has many basic components:planning, performance the implement of plan, appraising performance, feedback of performance, applying of feedback result. So it can make a pivotal effect in the management of enterprise. The first innovation show us how to propose a set of systematic solutions and the operation pattern by thoroughly systematically studying the question which the achievements management in the process is easy to appear.
