World Bank Loan Of Three Agricultural Subsidy Programs To Effect Analysis

It was from the Chinese North Agricultural Development Project in 1982,that Chinese agricultural begun to make use of World Bank project.And Jiangsu province was granted the World Bank credit to enhance Irrigated agriculture in three projects,and it was approved by the State Ministry of Finance,implemented in 5 municipalities in northern Jiangsu from 2004.According to the requirements of the three projects implementation promulgated by Jiangsu Agricultural Development and Resources Bureau, the authority of this project, the project has to evaluate the implementation effect of the Farm Machinery Purchase Subsidy Program in stages, to provide a scientific basis for the continued or adjusted implementation of the project.This paper is divided into 5 parts:Firstly, this paper discusses the background, meanings and objectives of the project, and identifies the method of combining empirical research and theoretical studies-survey as the primary tool.Secondly, it presents an overview of World Bank 3-loans and the general basis of Agricultural Mechanization in 5 municipalities.Thirdly,on the basis of a full investigation in 5 municipalities and 10 rural samples, it carries out a comparative study on agricultural mechanization status,investment in agricultural capital,the status quo of agricultural organization,economic conditions in rural areas, etc,that before and after implementation of the projects.Fourthly, according to the role and performance of projects implementation, it does analysis in many ways by use of large amounts of data.Finally, it summarizes the problems in projects implementation of the World Bank 3-loans of Agricultural Mechanization.And it presents conclusions and recommendations in performance of projects implementation adjustment of agricultural machinery purchase subsidy program,establishment of a comprehensive management system and the improvement of the project evaluation and adjustment mechanism, etc.
